No, they don't go for free (unless somehow they get a scholarship). They have to pay the going rate for the last two years but presumably they saved a lot of money in the first two years at the community college.

Not for free, but many community colleges have partnerships with four year schools in the same state, where students who successfully complete two years at the community college with decent grades are automatically admitted to the four year school.
