    If you don't practice or review fundamentals related to that skill it will degrade over time. Also, if the skill has a physical component, it can be affected by aging, especially if it is neglected.

    Of course not. One needs continued practice to be good at something. Of course, having learned something before helps. One would most likely be better than someone who has never learned a skill.

    It depends on the complexity of the skill. Writing is a skill but most people retain no matter now little they use it. A highly complex skill like playing the violin takes practice to maintain a decent level of accomplishment.

    No, you have to practice most skills, or you become "rusty" or even forget altogether how to do them. Pianists and other musicians have to practice regularly, for example. Athletes have to train. If you don't practice foreign languages you can lose them.
